Dickinson State University Title II Institutional Report
For September 2002 to August 2003  

To comply with the requirements of Section 207 of Title II of the Higher Education Act, Dickinson State University has provided the following information to the North Dakota Education Standards and Practices Board.

Section I. Pass rates:
The North Dakota Education Standards and Practices Board (ESPB) has adopted the use of the ETS Pre-Professional Skills Test (PPST). The State Cut Scores are 170 for Mathematics; 173 for Reading, and 173 for Writing. Effective July 1, 2003, all new initial applicants have to meet or exceed the State Cut Score before receiving their first initial license. The ESPB began collecting and reporting pass rates when the October 2005 Title II report was submitted.

Section II. Program information:
(A) Number of students in the regular teacher preparation
            program:
            1.         Total number of students enrolled during 2004-2005: Full time = 142, Part time = 16 (Includes students whose major field of study is education.)

(B) Information about supervised student teaching:
            2.         Number of students in programs of supervised student teaching during academic year 2004-2005: 70
            3.         Number of supervising faculty who were:
                        Appointed full-time in professional education: 3.35 FTE
                        Appointed part-time in professional education and full-time in the institution: 0 FTE
                        Appointed part-time in professional education, not otherwise employed by the institution: 0.56 FTE
 
                        Total number of supervising faculty for the teacher preparation program during 2004-2005: 3.91 FTE

            4.         The student/faculty ratio was (divide the total given in B2. by the number given in B3.): 17.903
            5.         The average number of hours per week required of student participation in supervised student teaching in these programs was:  40* hours. The total number of weeks of supervised student teaching required is 14.
                        The total number of hours required is:  560* hours.
         *NOTE: In addition, students spend considerable time during evenings and weekends grading assignments and preparing for new lessons.
(C) Information about state approval or accreditation of teacher preparation programs:

Section III. Contextual information (optional):
•           The College of Education, Business, and Applied Sciences at Dickinson State University is accredited by the National Council for Accreditation of Teacher Education (NCATE), 2010 Massachusetts Avenue NW, Suite 500, Washington, DC 20036; phone (202) 466-7496. This accreditation covers the institution’s initial teacher preparation programs.
•           The Teacher Education program is approved/accredited by the North Dakota Education Standards and Practices Board (ESPB), 2718 Gateway Ave., Suite 303, Bismarck ND 58503-0585, phone (701) 328-9641. http://www.state.nd.us/espb
•           The Teacher Education Program conceptual framework is “Teachers as Reflective Decision-Makers.” Throughout the curriculum, emphasis is placed on helping prospective teachers to become effective decision-makers who base decisions on a well-developed philosophy of education.
•           All Teacher Education students are required to prepare and submit portfolios as part of the assessment process. The portfolios are related to the student learning outcomes that have been identified for the Teacher Education Program. The portfolio development process begins in the sophomore year and continues through the senior year.
•           During 2004-2005, Dickinson State University worked collaboratively with Bismarck State College to implement delivery of the Dickinson State University Bachelor of Science in Education degree program with a major in Elementary Education on the Bismarck State College campus.
