Responsibilities of the Director of China Center will include:

  • Serve as Director for the Dickinson State University China Program;
  • Serve as the Chief Coordinator between Dickinson State University and the Chinese partner universities;
  • Obtain required project approvals from Chinese education authorities;
  • Represent Dickinson State University in negotiations with the Chinese partner universities;
  • Prepare draft documents related to the cooperation between Dickinson State University and the Chinese universities;
  • Market the Dickinson State University Dual Degree Program to students and university administrators in China;
  • Recruit and counsel prospective students;
  • Prepare and assist students with admission into the university;
  • Prepare and assist students with VISA application documents, and
  • Other duties and responsibilities as assigned.

A North Dakota University System of Higher Education delegation, organized by Dickinson State University, traveled to China in March 2002. This eight-day trip resulted in partnership agreements with 15 different Chinese universities and the creation of a dual-degree joint (DDJ) program between Dickinson State University and the foreign schools.

Chinese Agreements
Chinese institutions that entered into partnership agreements with Dickinson State University for the dual-degree joint program include:

  • Beijing Polytechnic University
  • Lanzhou University
  • Anhui University
  • Central China Normal University
  • Central University for Nationalities
  • Jiangxi University of Finance and Economics
  • Jimei University
  • Guangxi University
  • Nan Jing Normal University
  • Yibin University
  • Fuzhou University
  • Hubei University
  • Hubei University of Technology
  • Sichuan International Studies University
  • Zhejiang Ocean University
  • Sichuan Normal University
  • Central University for Nationalities

This agreement was in response to Dickinson State University’s Global Awareness Scholarship Initiative, a new global initiative supported by the State government. This initiative includes substantial scholarships for qualified and dedicated international students who desire to study at a progressive, student centered American institution. Students meeting the established criteria will be granted scholarships equivalent to 62 percent of the annual out-of-state tuition.

The DDJ program will enable Chinese students to obtain bachelor’s degrees from both DSU and the Chinese University.

Guidelines for the DDJ program include the following:

  • Students after their freshman year in the Chinese University will come to study at DSU for a minimum of 44 credits within one years. At the end of their study at DSU, they will return to the Chinese University to complete their degree requirements and final thesis as required by the Chinese university.
  • DDJ Program students will obtain a Chinese university bachelor’s degree after they finish the courses and final thesis required by the Chinese University, including the transfer credits from DSU and meet the degree granted requirements by the Chinese University.
  • DSU will issue DDJ program students the bachelor’s degree in University studies after they have completed the equivalent of 128 U.S. semester credit hours (including transfer of credits from the Chinese University) and after receiving confirmation in writing from the Chinese University that the students have been granted a Chinese bachelor’s degree.
  • Students will study at DSU for one year (include summer sessions) to finish the highly intense program courses. Students need to take ESL courses before they can take the DDJ program courses highly intense program courses. Students need to take ESL courses before they can take DDJ program courses if they don’t meet the English qualifications requirement for admission.
  • Given the unique nature of the DDJ program, DSU has included a specially designed “Gateway” course to facilitate students’ acclamation into the DSU learning environment. The “Gateway” course will include but will not be limited to the following:
  • An overview of the pertinent fundamentals of American culture;
  • An introduction of the regional history;
  • A brief review of the fundamentals of the U.S. education systems;
  • Field trips to specific points if interest in the region and
  • A concentrated focus on communication skills.

“This will enable us to increase our efforts to provide a diverse learning environment, which is beneficial to all students,” remarked Dr. Lee Vickers. “It is another aspect of our effort to bring the world to Dickinson State University.”

Other advantages the DDJ program will include will enable Dickinson State University to utilize its campus more in the summer months, provide additional students for upper-division classes, assist in efforts to provide experiences to students which will help the become competitive in the workplace, provide opportunities for faculty and student exchanges with Chinese universities, increase students’ awareness of and sensitivity to world affairs and the challenges to world peace, and providing a positive impact on the local economy.

Li Jianping, vice president for Sichuan International Studies University and Liu Hong, deputy director of the foreign affairs at the university, spent a couple days at the Dickinson State University campus in November 2002. This was the first time representatives from the school had actually set foot on the DSU campus.


Chinese students, Linbo Zhang, Yi Xu, Jie Long, Hong Wen, and Man Xu received flowers from their host families during an appreciation dinner.

“We’ve had a good impression of everything. Dickinson is a very good town,” said Jianping. “The university is very beautiful and the facilities are very modernized. This is a good place for students to study.”

“The students are happy, they like the flexibility of being able to study what interest them,” said Hong. “Adding or withdrawing from classes is not always allowed in the Chinese university system. This is a good system for developing the unique talents of each student.”
